The 28th Box: We're Waiting for You (第(だい)２８箱(はこ)　君(きみ)を待(ま)ってくれてるさ, Dai 28 Hako: Kimi wo Mattekureterusa) is the seventh chapter of the Thirteen Party arc and the overall twenty-eighth chapter of the Medaka Box manga series, written by Nisio Isin and illustrated by Akira Akatsuki. It was collected in the fourth volume.

Summary

Following Medaka's order for the student council to destroy the Flask Plan, they planned to take their time and plan their moves, but the students of class 13 all coming back to school at the same time has caused a flood of complaints to be sent to the suggestion box, all due to the Abnormals' unruly behavior. Pressured by this issue, Zenkichi and Medaka decide to act immediately, Medaka ordering that they hurry to the clock tower as she strips off her uniform. Zenkichi asks whether they'll bring on Kouki Akune and Mogana Kikaijima on, but Medaka advises against it, since she believes that their combat abilities may not be suited for the mission, leaving them to handle the the council's normal activities. As she finishes donning a doctor's outfit with braids and glasses, Medaka declares their mission's beginning, with Zenkichi resignedly agreeing as the figure of Hansode Shiranui can be seen spying on the council room.

Unou Tsushima and Sanou Tsushima greet the arriving Medaka and Zenkichi, and introduce themselves as mere guards, explaining that Medaka should ignore them, but only if she can pass through the Door of Rejection. Medaka says that she has permission to enter the clock tower, but the two say that, while underground, the rules of the surface mean nothing, and she'll have to follow their rules. The twins then explain that the door only opens if the correct 6-digit code is input, and that the code changes every time someone enters, making the chance to get in one in a million, saying that only those who can pass through it are worthy of participating in the Flask Plan. Medaka asks if an Abnormal can easily pass through the door, but the two explain that they themselves can't actually pass, and their level of abnormality is rejected, even though they are students of class 13. Medaka seems unconvinced, calling it similar to a horoscope, but agrees to play along, inputting a code as she exclaims that every person has a life of their own, which makes her one in six billion. In response, the door easily opens, much to the astonishment of the Tsushima twins. Medaka tells Zenkichi that she'll be waiting for him and that he can easily open the door, also commenting that his zodiac sign is Leo, and that the morning's horoscope said that Leos should "take the lead" that day. The twins are impressed at Medaka's lack of hesitation, understanding why the headmaster would want her in the project.

The Tsushimas invite Zenkichi to try next, but the boy thinks that it'd be impossible for him to get the right combination first try. Guessing what he might be thinking, the two explain that he can try however many times he wants. He's surprised at this, but they add that no matter how many times he tries, the result will be the same, expounding that the door trick is simple: those who can enter, can enter first try, while those who can't will never be able to. They say that those who try to overcome difficulty by working on it are losers, because they're admitting that their current self isn't good enough, predicting that the door will continue rejecting Zenkichi even if he continues trying till the break of dawn. Zenkichi inwardly agrees with their assessment, and is on the cusp of giving up, but a voice from behind him taunts him, saying that "if the probability is one in a million, all he has to do is try it one million times," adding that Medaka would wait for him however long it takes: the voice belongs to Akune, accompanied by Kikaijima. Zenkichi is surprised to see them, and Akune explains that Shiranui told them the gist of the situation. Zenkichi warns them about the danger, but Kikaijima states that she isn't afraid of danger, only of being left behind. The twins say that it doesn't matter how many people they bring, but ask them what they plan to do. Akune proposes that Kikaijima go ahead first, and she happily takes the offer, inputting a code that makes the door open, much to the surprise of the Tsushimas, who yell out that only an Abnormal should be able to open the door, to which Kikaijima smugly replies that "she must be an Abnormal too then". Zenkichi is flabbergasted, though Akune claims that it's simple, explaining that, following the stated rules, the door would definitely open for Medaka; thus, to enter, they'd only need to put in whatever code Medaka would next input. Zenkichi asks how they would know what code she'd input without reading her mind, but Akune counters that, as friends who've been through a lot together, they have ways to read each others' thoughts. At that point, Zenkichi realizes that the next number Medaka meant to input was Zenkichi's birthday, belatedly realizing all the clues Medaka had left for him. The twins say that the code has already changed, asking them what they plan on doing next. Akune, in response, explains that he let her go first because "girls always cower in fear when they see him get serious". Picking up one of the long candle stands next to the door, Akune comments that he's not the type to give up just because he gets rejected, striking the door with it as the twins look on, astonished. Declaring that he'll correct the twins, he strikes the door one more time at full force, all the while yelling that those who overcome difficulty by working through it are the ones that can hold their heads up the highest, Zenkichi looking on, amazed, remembering Akune's middle school nickname of The Destroyer. 152 strikes later, the door is brought down, and the two boys advance, Akune declaring that Medaka and Kikaijima are waiting for them, and that "you only get the student council with all of them together".
